Speech recognition

I love the name of this board It fits what I need. Seems my Speech Recognition doesn't work on my computer making the text to speech in Google Chrome not work. I've seen many reports that turning off Cortana will help. Trouble is I don't have group policy editor, so how do I turn off Cortana?

no doubt there is a registry setting for this. ALL group policy settings boil down to registry settings. The only catch is that here lately Microsoft is starting to get wise to making sure some of these settings don't work unless you're running an enterprise edition of Windows, though I doubt this is one of them I think that only relates to some Windows Update and Telemetry stuff maybe.

I haven't verified the information here, but one of the top three links from this search look promising:

I would check out more than one link to make sure the information is consistent and complete. Note that even after changing the registry, you may want to run "gpupdate /force" from an admin command prompt and then rebooting to make sure the settings are in place before the reboot (yes even without group policy editor, you will have gpupdate available.)

I can also easily tell you how to block an .exe if we need to go that route too (hint: IFEO Modifier in d7x) but I don't think that would be necessary.

one more thought. AFTER you change the registry settings, it would be good to backup the registry key you make the changes in, so you can re-import that key later on. Why? Because Microsoft has a very bad habit of changing/reverting customizations after a major Windows build/update. I find frequently little registry tweaks I've made and even file associations can be changed after build updates.

Strange thing here. I tried what you suggested and no luck. But then a couple days later, my system did a complete update. What do you know, all of a sudden it worked again. I tried reading the update log, but I'm not a programmer, I couldn't tell you what it was that fixed the issue.
